Além do documento, todos os líderes ibero-americanos rejeitaram a construção do muro. A presidente chilena, Michelle Bachelet, igualou o projeto ao muro de Berlim. Bachelet disse também que muros como esses eram construídos antes para impedir que as pessoas saíssem de um país e, agora, são levantados para impedir sua entrada. Já o ministro das Relações Exteriores venezuelano, Nicolás Maduro - que representou o presidente Hugo Chávez na cúpula -, foi mais firme e afirmou que o projeto é "uma prova do desprezo da elite americana pelos latino-americanos". Segundo o chanceler venezuelano, o muro "será derrubado pela consciência popular".
